In the eight years since the western ships visited 19th-century Japan, the human race has begun to be replaced by a breed of mechanical clockwork dolls. Powered by steam, these devices are a threat to humanity. One particular group of dolls, known as the Wind Gang, attempt to begin a new industrial era by destroying the small village where a clockwork controller named Hiwou works. Escaping just in time with a doll named Homura, Hiwou and his friends set out to find his father and to spread peace across the land.
